The 2026 State legislative session has concluded, but the work continues.
This year’s 60-day session moved quickly and was shaped by major budget pressures and competing legislative priorities. In that environment, even well-supported environmental legislation faced steep challenges. Unfortunately, several key policies aimed at protecting our waterways were unable to advance.
Proposals addressing urgent environmental issues — including toxic tire chemicals like 6PPD, environmental crimes enforcement, and plastic pollution reduction — ultimately stalled during the legislative process. While these outcomes are disappointing, they also provide important insight into the political, procedural, and financial barriers that shaped the session.

A Look Back at Our 2026 Priorities
Puget Soundkeeper’s 2026 State Legislative Agenda includes a number of bills that celebrate and protect Puget Sound. Bills we’re working on include:
HB 2421 / SB 6119 Concerning 6PPD and regrettable 6PPD substitutes in tires. Stop toxic tire chemicals (PPDs) from entering waterways and killing coho salmon.
SB 5360 Concerning environmental crimes. Strengthen enforcement tools so the Washington Attorney General can hold polluters accountable.
HB 1652 / SB 5519 Reducing environmental impacts associated with the operation of certain ocean-going vessels. Require low-sulfur fuels for ships, reducing harmful heavy metal pollution in Puget Sound.
HB 1607 / SB 5502 Concerning recycling and waste reduction. Advance litter reduction policies, including the Bottle and Cans Refund Act (“Bottle Bill”) to increase recycling and reduce plastic pollution.
HB 2447 / SB 6108 Designating the state shark. Designate the sixgill shark—a unique resident of Puget Sound—as Washington’s official state shark.
